Sweetie, you need to get out of this situation asap! Just tell him exactly how you feel.
"i'm sorry but I don't feel comfortable doing this any more"
"i don't want to ruin our friendship by continuing to have sex/oral sex with you"
or something along those lines...
And if he gets mad or upset then its his loss. He obviously wasn't a very good friend to begin with.

Me and my friend are 15 and have been having sex/oral sex. I want to tell him no, I already know what I'm going to say. But I'm just to scared to tell him no. I don't know why, I just don't have the nerve to tell him this. Is it normal to be like this? Also how should I tell him? Than You for answering I appreciate it!!

what is he? bestfriend? friends with benefit?
f you can't tell him personally, text him or whatever. But i suggest to go have that nerve and tell him NO MORE SEX. like go ahead, you can do it.
next time he touches you that would lead to s-e-x, tell him no more. Its scary. stop before its too late. You can do it!

ps- being unable to say NO is being submissive. show him your the boss.
