Say I want to make a cartoon...?

... what will I need? Animation software? A special writing pad that puts my drawing directly on the computer?

Any specific brand suggestions for the things I have mentioned? Something else I'm not thinking of?

*I want to draw this myself.
*I want it to look "drawn" not "shiny/3d"
*I know NOTHING about the software for this other than that it exists
*PLEASE HELP :)
*ANY tips would be GREATLY appreciated!
