Samsung rant with Sims 3?

I have a samsung Rant and I downloaded Sims 3. I have no clue how to discover a new recipe. The only "shop" that I can go to is to get food. I don't see how to get to a bistro or anything like that. Can someone please help!!

Is there a library or a bookstore in there somewhere? In the Sims 2 for PC to learn new recipes a Sim must buy the recipe books at the bookstore and read them to learn them. (I just read that you can get the recipe books at the culinary store? Maybe that's what you are looking for.?) :)
