Samsung flight problem.. Phone is stuck on AT&T and 1/4 load bar.. it flashes quick 3...

...times then slow 3? Phone is not operatable, It flashes 3 quick times, then 3 times slow, then 3 more quick flashes then pause and repeat... Wife found it like that this morning when she got up. Please Help .. It is stuck on the AT&T and what looks like a 1/4 filled load bar at the bottom.. I took the battery out and it still flashes took sim card out also.. nothing is working.. help if ya can.. thanks
