Sales reps have you been asked to quote all inquiries even when you cannot compete?

I work on base salary and commission at a job I returned to after 8 years doing something else. I have been pricing out 100's of thousands of dollars at 2% margin and still can't get an order because our quote is too high. Our company does not buy well enough on the commodity items that every one in our industry uses daily. The manufacturer will not give us the same price as our competitors because we only have 7 warehouses and they are international. Today I approached my manager and asked him if I could stop quoting the really large commodity jobs and start prospecting new business. When I am working on quotes all day and have to meet deadlines, I cannot get on the phone to make calls. I barely am able to finish my workload before it is time to go home. My manager does not understand how I am so busy and he said next week I have to give him all my requests for quote and he will see how busy my desk is.
I am scared that there will be very little coming in and since I am still on probation I could lose this job.
What should I do? Should I just tell him I will handle the inquiries and make calls out somehow or let him
do my quotes for me? PS My sales are in the toilet, and so you know when I worked there before I was the top sales rep in the company.
