Safe outdoor play surface?

I have just bought a wooden playset - swings slides etc. What is the best surface to put it on? My neighbour has theirs on wood chips but they are having problems with animals using it as a bathroom. I'm not keen on sand as its messy and not very bouncy. Rubber mats look great but they cost more than hardwood...any ideas?
 
They make rubber mulch now. It is a little pricey but lasts 10 years.I have seen it used under the same thing and works great. Check at lowes or home depo.
