Saab 9-5 whines when started in cold weather?

My 2001 Saab 9-5 2.3T has a loud whining sound when it is started - usually in colder weather. The sound lasts a while until the vehicle warms up.

I checked the belt, and it doesn't feel loose. What could cause this, and should it be a major concern?
