When I start the engine with side stand down, can I shift the gear?

Owner's manual says there is an interlock system to prevent from shifting gear with side stand down.

But my bike can shift gear while the side stand is down, is it normal?
Or the original owner bypassed the circuit, is it possible?

sounds like that the original owner has indeed bypassed that safety switch.
Normally the engine will be shut off if you try to shift into gear with the side stand down.

You can shift gears but with the side stand down the engine will kill if not in neutral. I'm not sure if that's what you're saying or not.

Yes, my situation is I can shift gears from neutral to any other gears with the side stand down(Engine is running).

Any possibility of malfunction of circuit borad or broken components?

Like you said, probably bypassed. It should be noticeable if you look at the switch and trace it back. Some people hate them and bypass them. I don't think they are a bad thing myself. I have been ridding for over 20 years, and I still will occasionally click it into first only to have my bike shut off because I forgot to flip up the kick stand. Or, that could be my Alzheimer's kicking in.
