RV propane tank issues, would not refill?

I took my RV to a local propane company to have my tank refill but they were unable to fill the tank. The tank is empty, completely empty but they could not pump any propane in the tank, what can be the problem?? If any one knows please help me out.
 
It has to have the 3 cornered knob on it. Something was changed in the mating for safety purposes. If it has a round handle I don't think the fill hose will work.
