Roughly... How much for this tat and how long?

That is pretty small for that much text. I have a couple small, detailed tattoos and they do not come cheap. It takes more skill to work small and detailed. Fine needles tend to sting more too! You may want to consider asking your tattoo artist what is the smallest text they do that is still clearly readable . . . as I think at 1" x 3" your tattooed phrase will be hard to read, especially after the ink begins to spread a few years from now. I have a 13 year old tattoo that has spread considerably from the fine outline I suffered through for a couple of hours, but it was designed to accommodate this natural aging of the ink.

Tattoo pricing is dependent on your area, the artist, and the degree of difficulty and number of colors used. I would guess a classy handling of your quote could run around $100 if done well.
 
Again i use the term roughly as im simply describing it...

basically i want to get the tattoo in text form of the following:

it will be on my chest for various reasons, probo my left breast just above the nipple, id say around 1" x 3", two lines, maybe three??

so roughly how much, how long, ill ask around how painful although I do not care as thats where its being done
