Rough housing and tug of war with my dog?

I want to find new ways to play with my dog. I really like rough housing and playing rug of war with dogs because its seems fun for the dog and seems like it would excercise them a lot. The thing in my 11 month old puppy doesnt like to rough house. I feel like shes not confident and feels as though she cant play like that with me. She is a very submissive dog and i wanted to see how i could teach her to rough house and play tug of war games with me and become more confident. Thanks
