I have read it. It looks to me like a document setting up and spelling out the groundwork for the establishment of a government. It doesn't look like solely a checklist of limitations on government.

The bill of rights reads that way.

The Unamended constitution establishes the framework of the government, and the Bill of rights restricts the government. It was the purpose of the bill of rights.

Also, pay close attention to the 9th amendment.
 
It is foolhardy to think universally blacks would be denied services.

If anything, it would be more profitable to serve them if others didn't.
