does anyone have any insight on when Rogers will make 4.2.1.101 or higher avaiable to their customers?

t-mobile is coming out with .103 on the 13th of this month

You don't have to wait for the Rogers specific OS upgrade (if you don't want to). I am running the .101 Vodaphone version myself.

That said, if one is coming out next week, at this point you may as well wait and get that one.
