Road Biking Info? Anything is helpful?

I'm considering getting to road biking and I'm looking for any info i can possibly get. I'm a female who's about 5'4" who doesn't want to spend a ton of money on a bike but I don't want to buy a piece of crap. Does anyone know about what size bike I would need or any tips/suggestions. Any suggestions on what brand bike or anything?

Depends on what you think is a ton of money.
Quality low-end bikes start at around $500-$600 new.
A good bet is the classifieds. Continue your research including visiting a bike shop or two to ride test ride different kinds of bikes (ignore cost, you're looking to discover what you like). Then check craigslist for any used bikes selling in your area that have what you found you like.
