get some wheels (road bike wheels, probably with extra tires and patch kits) some brakes, brake pads, you'll probably need some special wrenches to put together the fork, and just experiment for a while

your best bet would be to buy a groupset. that way you will get all the rudimentary components you'll need. i.e brakes gears headset bottom bracket etc then you'll need a saddle, seat post, wheels and handle bars. once you get all of those you have a bike in the making. enjoy...
go online or to library. find books on bicycle maintenance and repair. or have a shop do it then take it home and disassemble reassemble and adjust each set of parts. another thing you can do is buy a used bike cheap and work on it till you learn enough to build your bike properly. it'll take you about 2 months of reading studying & repair. make friends with a cpl guys at bike shop for tips & info buy them coffee snacks
