www.myxer.com the best one out of these 3. But I'm not sure if you can send the direct mp3 or w/e format you use. It may just send the link to your cel to download. But its worth a try =]
 
sorry if i confused some people, but i was trying to say this.

do you know a website that can send your cellphone free ringtones, no cost, fee or charge? Even if you don't have internet on your cellphone! I have internet on my computer, but not on my cell.
