restricting a quad bike?

first whats a quad means four wheels and cant drive them at all on anay road and if its restricted it cant go any faster no matter what it is cause its restricted 125 or 500 just wait another year
 
i am 17 so i can only legally drive a 125cc on the road. if i got a 200cc quad bike would i be able to restrict it to a 125cc?
if so how would i get it restricted?
then how fast would it go?
is it legal to drive a restricted quad bike on the road?
would a restrictor damage the engine?
how is an engine restricted?
