There are a few bikes that are below 33bhp as standard, for example Kawasaki ninja 250R, KLX250
but the VFR400 is a awesome little bike. About 60-65bhp standarg. (as is a bandit, SV and kawasaki ER6N)
Any motorbike garage can put the restrictors in for you and provide a certificate. Costs about £100-150
Your insurance will most likely want to see this too, or they wont insure you.
After you have the certificate, you can remover the restrictors yourself, but it would be illegal and invalidate your insurance, but release the full bhp of your bike for you to enjoy.
A lot of NC30s may come already restricted, or with certificate, so you might get lucky.
