Resizing photos for mail skin on bebo. Please help?

I resized my picture smaller and im using paint for the body because i dont know think gimp will help me make the body of my mail skin. So i use paint and insert picture and add text.. then i try to upload but it says '13432' stuff like this saying too large when ive been shrinking it. I just dont get it, help me?
Also when shrinking i mean change it on gimp to make photo smaller with pixels like im suppose to and i break the chain thing.
