Resistance Training - Low reps, high weight vs. High reps, low weight?

Can someone please explain what acute muscle anabolism is so that I form the best workout?
My goal is to become stronger overall, with stronger, tighter muscles than huge bodybuilder "fluff" which is heavy and doesn't make one that much stronger, so I hear.
Furthermore I have a pretty small frame; I've been thin (male 6'1" 150lbs at age 18) my whole life so I probably won't put many pounds from muscle on anyways.
