Residue in Home Depot Propane?

I recently bought my first cylinder of propane, which is from Home Depot's "Cylinder Exchange program". The valves that I have hooked up to have gotten a bubbly, gooey residue on them from the propane. Does anyone know what this is, or what I can do about it? I'm worried I will contaminate and even ruin my lines.

There is always the chance of some residue being on a propane tank, the real thing that we need to know is what color is the residue, as the tank may have been used to hold something else in the past.
