Replacing the index.html by index.php file for my domain. What is that mean?

I got error "Make sure the index.html is deleted and being replaced by your index.php file" for my domain of my blog.

Okay, i know how to remove index.html file by using filezilla. But where can I get the index.php file? How to create it?
