replace rear shocks in a jeep cherokee?

for the people who work on these suv's i need your help. last night was replacing the rear shocks. when i was taking the bottom bolt for the shock. the nut with some threads had snap. but the shackle that holds the shock is welded to the axle and "LIKE" a carriage bolt that got ran through to hold the shock which also was welded. so how would you fix or repair shackle so i can replace the rear shocks
