This would be Bandai Visual Japan since the BVUSA have since folded into BEI.

Creating a Gundam department makes sense since currently the bulk of Bandai's revenue in Japan comes from Gundam.

The Honneamise label (which those overpriced Blu-rays are sold under) is technically now operated by BEI. It just never got shut down.
