Use two thin metal strips about .030 thick and less than 3/16" wide and 4" long bent in the shape of an "L" - raise the head rest fully and look for the notches usually on the inside surface of each support hold the removal tools against the support rods and push the headrest down almost to the top of the seat, slide the tools all the way down and hold them down with one hand while pulling the head rest up and out of the seat. Have not found one yet that that tool will not do the trick!
