Religious Question Re: Atheist Scholarship Fund as Advertised by the Media?

An advertisment says that Atheist youth can win 'up to' $25,000 for college by writing an essay. The subject of the essay is to be "Why I am An Atheist" in 5,000 words or less.

Is this even possible? Where is the money trail? Who is funding this Atheist Scholarship Fund? The ad didn't say.
