Registering a French car in the UK; will they find fines from the previous owner?

The owner of the car has advised me that he has received a couple of parking tickets while driving his French car in the UK.

If I buy his car and register it in the UK, will I have to pay those fines? Will they even realize that this car had collected fines on the French registration?
