Regional Accreditation vs. Distance Education and Training Council?

What is the difference from the two?

I think RA is for local universities like Arizona State University, University of Arizona etc etc.

But I have never heard of DETC.

If one gets a degree from DETC college can they then pursue a higher level degree at a RA college?

If I get my Masters at a DETC college can I get my Ph D. at ASU or U of A?

If I made any assumptions that are wrong please correct me and provide me with some more info. Thanks.
