Refinishing an art table: What do I need to apply after paint for a smooth coat?

I'm refinishing an old art/drawing table. It was laminate, so I followed what the Lowe's paint lady said and bought an oil based primer. I sanded the surface just enough to rough it up, and then I applied the primer, followed by a few coats of black paint. However, now the surface of the table is still rough from the sanding.

I am also looking to decorate the table top with a few stickers. What kind of product do I need to apply to get that smooth finish and then over heavy-duty stickers that will give me the smoothness an art table needs and not make my stickers bubble up and bleed?

Clear coat. My brother is an air brush artist and he coats everything with clear coat spray. It makes the finish really shiny and smooth.
 
before you clear coat use a very high number sand paper..ie 400 maybe upto 1200....1200 be a very fine and less scratchless
