Refilled old fish tank, how long to wait before fish can live there?

I have filled my tank with room temp water and there isn't many bubbles! I have the filter running and such would it be safe to put a fish in the tank in 4 hours?

It was an old tank which i rinsed the rocks out and wiped the glass clean so it may have bacteria to start with.
