In the cap and trade bill as passed by the house it has a section in it called REEP. Basically you will be required to have your house retrofitted to the new energy standards whenever you sell your house. They will measure heat emitted from your house. Your windows,heat,ac,water,and roof will all have to be updated. Well under REEP when you sell your house it will be required to have a roof that reflects a certain percentage of the sun's energy back. Oh and if you don't comply your sale can not go through. It is going to be enforced through your state on a mandatory basis no exemptions.

Completely false right wing talking points. There is NOTHING in the bill stating any of that.

Section 204 of the cap-and-trade bill establishes a building energy performance labeling program for homes and commercial property. The section would provide potential buyers and investors in those properties a label explaining that property’s energy efficiency.

Much like a nutrition label on the back of a candy bar, the performance labeling program is a consumer right-to-know provision in the cap-and-trade bill, but it is not required, according to the House Committee on Energy and Commerce.
