Okay. To get majority of the "weird", it's best to know about the original movie and why it was made. In 1930's the new drug czar to the US (Harry J. Anslinger) who also was the bestfriend to William Randolph Hearst, mission was to get ride of marijuana. After all hemp paper would cause utter devastation to Hearst's Fortune (He owns major news papers etc.) and also the fortune of some of his closest friends. ie the cigarette companys, clothing companies. Remember during this time cigarette "made you healthy." And well, cotton is king, and Nylon was just getting big. So, to save them their fortune they got their good friend to wage war on marijuana by banning it and spreading an elaborate propoganda on what would happen if you tried marijuana. Like "if you do it, it's WORSE then all drugs combined. You'll kill people. Zombies. Boggie Boggie EVIL." Then in 1936 they made a movie "Tell your children" to show children and their parents what happens to kids if they try weed... and well, it's insane. Anyone nowadays (even if you've never tried marijuana) would know it's a bunch of bologne. ha. But since the info came from the federal goverment many (most) people believed it. After all the government is their to protect.
So, the weird "that wouldn't happen" stuff is just making fun of what they said would happen... which of course really wouldn't. And marijuana remains illegal and "evil."And it probably will remain that way as long a the cigarette companies (etc.) have their power... even if it helps people who are dieing.
