Recommendations on unlocked gsm phone

I am looking for a new phone for my wife and wanted some advice. I am still on Cingular blue (old AT&T) and want to keep my plan so I am looking for an unlocked GSM phone. She does not use data so the most important features are flip phone, great call quality, battery life and preferably below $200. I also prefer not to get a RAZR. Any thoughts?

Also, where do you recommend buying an unlocked phone? I prefer not to use ebay and I want to get a phone that is factory unlocked (if possible). I looked at the vendors in the marketplace but, was hoping for a few more options.

I am pleased with my Motorola V190 phone, previously sold for and used with Cingular's Go Phone service. I paid about $40 for it on ebay, including about $10 for shipping. The phone does not have a camera but I haven't found any other feature of the RAZR that isn't on my phone.
