Reason for very low MPG on my 2000 reg Honda Accord 1.8 petrol?

I am driving a 2000 reg 1.8 petrol Honda Accord since 2006. It clocked 84K so far and I have changed the timing belt in 60K. I change Oil, plugs and filter every year even-though I drive less than 5k in a year. The car is in good condition and never had any mechanical problem apart from few flat tyre incidents and a battery change. My problem is with very low mileage with the car. It only gives me 22- 23 MPG and it drains out money from my pocket for petrol. I wonder anyone can give me some advice to improve the MPG to 30 - 33. Most of my mileage is in town as I rarely go to motorway. Please help.
