Rear-ended a guy and I have no car insurance in California. What happens now?

So I'm in a bit of a situation. Last night, I rear-ended a guy in California. The damage wasn't too severe--there was no denting of the bumper as far as I could tell. The damage seemed to be mostly chipped paint and some imprints of the plate holders (if that makes any sense, it's hard to explain.) Anyway, the guy was pissed and when I told him I didn't have car insurance, he offered me two options: One: He calls the police and shit gets ugly. OR Two: He takes the car to his auto-detailer in the morning and sees how much it will cost to fix it, and I have to pay him that amount in cash in twenty-four hours or he's calling the cops and filing a hit and run report. I went with option two. I was panicking hardcore. He took my driver's license and got all of my information including: my address, name, phone number, and license plate number.

So now it's the next morning and I'm waiting on his phone call. The damage couldn't have been too expensive to fix, and I'm willing to pay him the amount. But how else could this scenario play out? What are my options? How much would damage like that cost at the most? Rest assured, I'm getting car insurance as soon as this shit it over with.

Mostly, what I'm worried about is what would happen if he claimed a hit and run report. I'm also worried that, because he has all of my information, he may try to fuck me over royally. Would getting car insurance today help the matter at all?
