Reagan brought drugs that has to this day wrenched the heart of America and destroyed a significant section of her communities.

Nixon brought disgrace and tore the word integrity from our dictionaries..

Bush, well Bush accentuated the demise that Nixon started and made America a laughing stock of all civilized nations.....

On camera or off?

If you are talking about on camera, Reagan was the best for America's image.
If you are talking about off the camera and in action,he was the worst even though most Americans never see the result or know about it.
