Radio fuse keeps blowing in '96 Toyota Celica?

Hi, I have a 1996 Toyota Celica and a while back we had to jump the battery. Ever since, the radio did not work.

After some investigation, I found that the radio fuse under the hood, in the engine compartment, had blown. When I went to replace the fuse, before I could even get the fuse in all the way, it blew. Tried it again and the same thing happened.

I can't even push the new fuse in the whole way before it blows.

I've about exhausted my knowledge of car electrical work, so any ideas what might be causing this and how much it may be to get it fixed?
Everything else electrical is working in the car, and yes, the car was turned off while trying to install the new fuse. The interior lights may have been turned on, but the engine was not running and the key was in the "off" position.
