radio antenna motor will not disengage on 91 jeep laredo. how do I pull electric

motor from behind qrtr panel? motor raises or lowers antenna when radio is on and lowers antenna when radio is turned off or vehicle is turned off. The antenna failed to raise or lower during operation and motor keeps cycling. Motor does not disengage, because it does noes not register that it is in the fully up or down position
