quick question with fish meds please?

is melafix ever suppose to bubble at the top of the tank? i have a 30 gal fry tank(soon to be, loaded with tiny guppies atm) and it appears fin rot caught about 3 out of the 120 i had, anyways 5ml per 10 gallons so i figured 15ml is that right?
well i doubt i have the full 120 i payed for, some kid scooped em out for me either way they are tiny guppies, dont be so critical gosh i had to pick out 3 and i havent been watching the tank seeing as ive been out of school and sleeping for a week so excuse me if ive been a little slow on keeping some future breeders alive
 
Do not put your fry into a tank that is being medicated (if they were not in there to start with)
Finish the treatment, and give 48 clear hours.

You have 120 fish in a 30 gallon tank?, no wonder they have fin rot.
Fin rot is caused by poor quality water, which is caused by over crowding, and not doing regular water changes.
Fin rot is contagious as well.
