Quick question about *228

Im in the denver market and i did this recently on my sisters slvr l7c and she started getting the 3g sign and her internet was going a lot faster. Does that mean i can *228 my Motorla Q that is in their computers as a razr? The reason i want to do this is because my text messaging isnt working. I get the error "The following errors occurred while sending and receiving mail: Your text message cannot be sent." But somehow i can still receive messages. Whats goin on?
 
Had a vx9900 unable to text recently. Flashed it with a ROM from Humpa's site to no avail--still no text. We tested the account on a different phone and text was just fine. Still have no idea why text was fubared.
 
sometimes the lg's stop texting... usually a reset to default settings takes care of the issue... but i'd think reflashing a rom on it would do it too...
