You can't move the background layer around, but you can duplicate it just like any other layer. Once you have duplicated it, you can put it wherever you want. If you want to delete your original background layer after that, you can.
 
...other layers? I forgot to make my background image, so I had to go make it.

Now I want to out my background image as the main background picture.

How can I put it UNDER all of my other layers, so those layers show through on top of my background image.
