Questions Regarding Credit Report Inquiries?

I have become very intimate with my Credit Report and noticed something that I'm hoping someone can explain the significance of (if there is a significance!)

As most of us know, there are two sections regarding Credit Inquiries: "Regular Inquiries", the section that counts against your Credit Score and is visible to anyone pulling your report for a legitimate reason, and "Account Review & Promotional Inquiries", the section that doesn't count against your score, is visible only to you, and covers account reviews from your Creditors and promotional inquiries.

Here's my questions: 1) if I am being pursued by a Debt Collector, in which section should inquiries from the collector show up, 2) does it make a difference if the collector is acting on behalf of a Creditor or has bought the debt from the Creditor, and 3) if the Debt Collector inquiries show up in the "Regular Inquiries" section, can I ascertain anything regarding who actually owns the debt?

The reason I ask is that I have several "Regular Inquiries" from Debt Collectors and absolutely none in the "Account Review & Promotional Inquiries" section. I expected any Debt Collector inquiries to show-up in the "Account Review & Promotional Inquiries" section, where the monthly account reviews of all my current Creditors are bookkept.
