Questions about cooking roast beef?

i have a 3 1/2lb rump roast i want to make for dinner.... i have lipton onion soup mix, onions, potatoes, carrots, and garlic... i would like to cook this in the oven.

1. how many lipton soup mix packets should i use?
2. how should i prepare it?
3. if i cook it on a higher temp for a shorter amount of time will it still be flavorful and tender roast beef?
4. if i cook it on very low for a longer amount of time, will it still be alright?
