Question regarding a rash.

When you have petechiae, Does that mean it is coupled with easy bruising or can you have one or the other?

I recently put on a brand new coat from the store and broke out in a rash, but they look slightly like what petechiae do.. It reserables alot of things, From acne to petechiae, In my mind i'm sure it is contact dermatitis, Because i dont bruise easily, I have no other abnormal health signals, No fatigue, no weakness. But im scared that it would be petechiae because of the red appearance of the little dots that came along with the rash i got with the coat, It seems like im the ONLY one who can see them or find worry in them, their almost invisible unless you get very close to my skin and look hard..I just need some other opinions on this.. please give me some insight... Also, do petechiae raise at all, or itch or burn?
 
Where is the rash? My son would break out in little red bumps if I didnt wash everything from the store before he wore it. Is it only on the skin that touched the coat?
 
Basically just on contact points of where my sweater wouldve touched, but its getting better now. The little red bumps are starting to raise more and come out when i try to excavate... I only resorted to posting on a health site because they were just so Odd looking, like theyd seem almost Underneath my skin at first.
