Question about verizon and at&t contracts?

I'm actually asking this for my friend. He's on a verizon family plan, and got a new phone about a year ago. His mom's 2 year contract is up, and can get a new phone. Is there any way she can cancel her plan, and take his, and he can get an at&t plan? Like instead of paying a cancellation fee, can she just cancel her plan and take his, and he can switch to at&t? Or won't they let you do that?

Yeah i know it was confusing sorry haha what I mean is can my friend's mom cancel her contract, and switch over to my friend's contract without any trouble?
 
that was really confusing. if the contract is up then you dont have to pay a cancellation fee.
