Question about unlocking NEW G1 to use on AT&T

ok quick question. my buddy who is on AT&T bought a never-been-used G1 off of ebay. I am on tmobile so I called and requested an unlock code for his phone. the woman who helped me thought I would need to insert my sim and use the phone to make a phone call before I could get an unlock code. She submitted the request but said it might not register if the phone has never been used. If I do that though I will have to insert my gmail address and password when we are trying to set up the phone for his gmail account. Is that true? Has anyone called tmobile to get an unlock code bbefore taking the phone out of the box? I know people have unlocked phones that have never been used. We were just trying to get out of paying $23.99 for an unlock code on-line. Thanks

The gmail accout is not an issue: you don't have to use your own gmail account, you can create a new or dummy gmail account.

The real issue is do you have data plan on your tmobile account? It needs internet access to activate the phone (i'm not sure if it can be activated over wifi)

No unlocking it isn't a problem, it will ask for the unlock code before the activation screen. Make sure you have the data plan on your att account before you activate.

and you can NOT activate over wifi. unless you have RC29...

Shouldn't be a problem. So far the only issue we have run into is this:

How do the pay-sites get the codes? Sounds like it comes from the manufacturer of the phone but I still don't understand how it works.
