Question about soil for garden?

I read that putting wet newspapers on soil/grass followed by covering those newspapers with "good soil", would be good for the garden. What do they mean by the "good soil". Is that soil from a pack? plus, do those newspapers have to come on top of the grass or on top of bad soil?
