Question about singular and bulk pricing/purchasing?

A grocery store has a bulk package of something (let's use apples). The bulk package has the total price of it on the package, but also has the pricing of the item that is packaged by pound as well. Is a customer allowed to open the package and retrieve the number of items they wish to pay for instead of paying for the entire bulk package?

My mother seems to think that such a thing is allowed. She went to the store to buy apples, and the only apples she could find were in a bulk package. The bulk package was a 3lbs bag for $4. However, the package also had pricing per pound on it as well, which was $1.39 per pound. She was told by a manager of the store that she was required to purchase the entire bag and couldn't open the bulk package to retrieve and pay for only part of it. My mother is convinced that what was done to her was illegal.

Who is right in this instance; my mother or the manager?
The unit for purchase here was apples.
