Question about registering a pre 1981 Motorcycle?

I'm looking at a bike from 1980, the Ct DMV does not require a title for any bike before 1981. So that means all I need is the bill of sale. Does that bill of sale need to be from the last registered owner? Or can it be from anyone, just as long as there is a bill of sale?
