Question about Purchasing a 2002 Toyota Celica with 83km?

SO I'm looking to buy this 2002 toyota celica with 83km on it, the asking price is 10000 is that fair? because I totally don't know what to look for when buying a used car..can you give me a heads up on this...what to watch for..questions i should be asking and so forth?

he says he will take it in for inspection...and fix whatever needs fixing before it is transferred to my name.
 
you should be the one to take it for inspection, or at least choose the mechanic to do the inspection. the one he chooses could be his inbred half-brother's sister's uncle.

drive it, get it good and hot, check for leaks, strange noises, etc. the price seems a little high but not ridiculous.

you really, really need someone that is familiar with cars to help you.
